Under the edges of Department of Science & Technology, Government of Gujarat, the Gujarat State Electronics Mission (GSEM) has been set up to focus on creating a dynamic ecosystem for Electronics, Semiconductor and Display manufacturing, Design, and Innovation. 

It endeavors to attract investments, foster innovation, generate employment opportunities, and establish Gujarat as a preferred destination for electronics and semiconductor manufacturing. GSEM acts as a facilitator and catalyst for the growth of the electronics and semiconductor sector and plays a vital part in cultivating an environment conducive to investment and innovation. GSEM offers comprehensive support and guidance throughout the investment process for setting up of Semiconductor and Electronics Manufacturing facility and its ecosystem in Gujarat.

GSEM is the nodal in the nodal implementing agency for the Gujarat Semiconductor Policy (2022-27) and Gujarat Electronics Policy (2022-28). Through these policies the Government of Gujarat is taking great strides towards becoming a preferred destination for Semiconductor and Electronics Manufacturing in India.

  • Gujarat Semiconductor Policy (2022-27)
    The policy will facilitate for land allotment, enable expedited process approvals, ready access to utilities such as power, water, gas and other industrial infrastructure besides the fiscal incentive support package for CAPEX, Land, Water, Electricity......

    • Fiscal Support

    @40% of the CAPEX assistance approved by the Government of India under national schemes for Semiconductors and Display Fab Ecosystem.

    One-time reimbursement of @100% of Stamp Duty and Registration Fee.

    Access to good quality Water at the rate of Rs.12 per cubic meter for a period of 5 years and for the subsequent 5 years it shall be increased at the rate of 10 percent on a year-on-year basis.

    @50% Capital Subsidy for building a Desalination Plant within the initial 5 years.

    Power tariff subsidy of Rs.2 per unit for a period of 10 years.

    Exemption from paying Electricity Duty as per provisions laid down under Gujarat Electricity Duty Act, 1958.

    Non-Fiscal Support

    Facilitatation for statuary compliances, statutory clearance in an expedited, proactive and transparent manner.

    Dholera Semicon City

    @75% subsidy on the first 200 Acres of land required for a FAB project.

    Additional land required for the FAB project or upstream / down stream ecosystem or for other projects approved under GoI policies for Semiconductors and Display Fab Ecosystem, land shall be available @50% subsidy.

    Facilitation for doorstep delivery for water and power. CETP, WTP

  • Gujarat Electronics Policy (2022-28)
    The policy focuses on attracting investments and employment across the State by driving growth through incentives, process optimization and facilitating adoption of latest technologies in the electronics manufacturing....

    • Capital Assistance

    Eligible CAPEX<=INR 1000 Cr. –> Up to 20% ceiling of 200 Cr.

    Eligible CAPEX>INR 1000 Cr. –> Up to 15% on the incremental Eligible CAPEX.

    Stamp Duty and Registration Fees

    One time reimbursement of 100% of Stamp Duty and Registration Fee paid to the Government.

    Interest Assistance

    Up to 7% on term loan for five years, up to INR 10 Cr. Per annum.

    Logistics Subsidy

    Up to 25% of the freight charges for 5 years, up to INR 5 Cr. Per annum.

    One time support of up to 50% on import of manufacturing equipment for relocating the operations from outside of the State, up to INR 5 Cr.

    Incentive on Power tariff and Electricity Duty

    Power tariff subsidy of INR 1 per unit for a period of 5 years.

    Exemption from paying Electricity Duty as per provisions laid down under Gujarat Electricity Duty Act, 1958.

    Atmanirbhar Gujarat Rojgar Sahay

    Reimbursement of 100% of the employer’s statutory contribution under EPF amount paid in case of female employees and 75% in case of male employees locally working in Gujarat.

    Electronics Industrial Training Programs

    ‘Train the Trainer’ Program – INR 10 lakh / trainer for international & national training programs.
