苗栗縣政府全球資訊網-中文網-全國性、地區性毒性及關注化學物質聯防組織 實作演練，強化毒災防救量能
環保局於本（9）日下午2時，假臺灣客家文化館弧形廣場辦理「苗栗縣114年度毒性及關注化學物質災害防救演練暨地區性聯防組織實作示範 觀摩活動」，本次實作為模擬兆捷科技國際（股）有限公司銅鑼廠毒性化學物質氟氣鋼瓶於運輸過程中，與長春石油化學（股）有限公司苗栗二廠載運毒性化學物質之甲醛槽車發生運輸事故，造成氣體鋼瓶洩漏及人員受傷，業者進行事故通報啟動地區性聯防組織到場支援；另因應運輸槽車事故，同時啟動全國性聯防組織及專業應變機構到場協助應變及善後復原等作為；本次活動邀請本縣毒性及關注化學物質運作業者及鄰近縣市環保局到場觀摩，以精進運作廠（場）應變知識，強化災害防救量能。
環保局為提升本縣企業自主防災及應變能力，自113年度起即與中華民國應變協會合作，辦理地區性聯防組織實作示範觀摩，本年度仍延續辦理並結合毒性及關注化學物質災害防救演練，由兆捷科技國際（股）有限公司共15個單位參演，有別以往，本次更有4位女性員工穿著防護衣參與實際演練，透過實地觀摩與實作機制，強化本縣轄內相關事業單位之事故預防與即時相互支援之應變作為，並將歷年測試之方式與經驗，藉此示範計畫提
供予現場觀摩運作業者參考。
環保局局長陳華盛表示，希藉由此示範演練加強聯防組織聯繫，並落實任務分工及相互支援，提升運作業者臨場應變及整體救災能力，確保災害事件發生時，能在第一時間降低毒化災事故之影響，減少人命及財產損失。
